Dean Scharf co-authors amicus brief for International Criminal Court case

Dean Michael Scharf was  (ICC) in The Prosecutor v. Bosco Ntaganda case. 

The legal question the International court asked Scharf and his colleagues from the Public International Law & Policy Group to address in the brief is whether the term "attacks" under international humanitarian law and the ICC Statute includes looting a hospital immediately after the fighting in the Congo had ceased. This is the first Amicus Brief that Scharf, , has filed before the ICC.
